Rizal Governor Nina Ricci Ynares said she will not intervene in the ongoing land dispute at Hillsdale Summit Subdivision in Angono, stressing that the issue falls under the jurisdiction of local authorities.

“There are layers of authority — the police, the barangay, and the local government,” Ynares said during an interview in Cainta over the weekend. “I don’t want to overstep.”

Ynares made the statement following complaints from business owners and employees of popular cafés and restaurants in the area who alleged harassment by a group of men reportedly hired by a person claiming ownership of the land.

On 13 October, a group reportedly blocked the subdivision gate leading to the cafés and set up barricades that prevented customers from entering.

Rizal Police Director Col. Feleteo Gonzalgo said police will maintain peace and order but cannot interfere in civil cases or ownership disputes.

“The police can only assist if requested by a court sheriff. We don’t have the authority to decide who owns the property,” Gonzalgo said.

The Angono local government said the incident is primarily a police matter and that it is identifying alternative sites for affected businesses.

Angono, known as the Art Capital of the Philippines, is a popular tourist destination for its cafés and overlooking views.
