

The Independent Commission for Infrastructure (ICI) on 24 October 2025 vowed to pursue a transparent investigation into alleged corruption in government projects, following a protest by the People Surge National Alliance of Disaster Survivors and Victims for Justice and Compensation at its Taguig City headquarters.
The protesters called for a full and open probe into alleged irregularities involving contractors, engineers, and government officials in flood-control and other infrastructure projects. They also urged the ICI to stop what they described as attempts to cover up wrongdoing and to ensure the investigation process remains transparent.
The ICI said it “hears and understands the public’s call for accountability and justice” and expressed solidarity with the public “against corruption.”
The commission said it continues to gather evidence and testimonies related to anomalous projects nationwide while ensuring due process for all individuals involved. Before referring cases to the Office of the Ombudsman, the ICI verifies information to ensure findings can withstand scrutiny in court.
The ICI also called on both public and private individuals connected to the ongoing probe to fully cooperate, adding that it publicly announces hearings and discloses the names of individuals scheduled to appear.
Established just over a month ago, the ICI noted that its budget approval with the Department of Budget and Management remains pending, limiting its operational resources. Despite this, it said the commission is moving “quickly while maintaining thoroughness and accuracy” in reviewing reports and data.
It added that it is studying the possibility of livestreaming hearings to the public, but will do so only after drafting rules to protect the rights of all parties.
“The ICI remains steadfast in its duty to uncover the truth, and to ensure that all those accountable are brought to justice under the rule of law,” the commission said.
