PacificLight Power Pte. Ltd. (PLP), a subsidiary of Meralco PowerGen Corp. (MGen), has awarded an engineering, procurement, and construction (EPC) contract to Mitsubishi Power and Jurong Engineering Ltd. (JEL) for its 670-megawatt (MW) combined cycle gas turbine (CCGT) plant on Jurong Island in Singapore.
The facility will be the largest high-efficiency CCGT plant in Singapore and the first to integrate a large-scale battery energy storage system (BESS). It is targeted to begin operations in 2029.
“This project represents a significant leap forward in PacificLight’s decarbonization journey and our commitment to powering Singapore with cleaner, more resilient energy,” PLP CEO Yu Tat Ming said on Thursday.
“By investing in large-scale energy storage and hydrogen-ready technology, we are future-proofing our infrastructure to meet future energy demands. We are proud to partner with Mitsubishi Power and Jurong Engineering in advancing Singapore’s sustainable future for generations to come.”
The plant will use Mitsubishi Power’s M701JAC gas turbine, which can co-fire up to 30 percent hydrogen and can be upgraded to run fully on hydrogen.
Mitsubishi Power said the turbine has more than 64 percent combined cycle efficiency and over three million operational hours.
“Mitsubishi Power is honored to partner with JEL to build PLP’s monumental project that would support Singapore’s growing electricity needs and broader energy transition goals,” Mitsubishi Power executive vice president Daichi Nakajima said.
“Our hydrogen-ready gas turbines, along with the innovative integration of BESS, contribute to future-proof infrastructure crucial to Singapore’s decarbonization goals.”
Koichi Watanabe, CEO and managing director of JEL, said the project will help advance Singapore’s cleaner energy ambitions.
He said the partnership draws on JEL’s experience in large EPC projects and Mitsubishi Power’s gas turbine technology, reflecting “strong synergy and shared commitment to delivering this large-scale facility to the highest standards.”
PLP currently operates an 830MW CCGT plant and a 100MW fast-start ancillary services facility on Jurong Island.
The new plant will support Singapore’s net-zero emissions target by 2050.
