MANSALAY, Oriental Mindoro — A 34-year-old former New People’s Army (NPA) rebel carrying explosives voluntarily surrendered to the personnel of the 403rd B MC RMFB in Barangay Cabalwa, Mansalay, Oriental Mindoro, on Wednesday, 22 October 2025.
Police Regional Office MIMAROPA director B/Gen. Jovencio S. Badua Jr. said in a report that around 11 a.m., “Ka Jornie,” a former communist terrorist group (CTG) member under Platoon Serna, KLG MAV (Mark Anthony Velasco), Lucio de Guzman, SRMA-4D, turned himself in with one improvised explosive device (IED) and an anti-personnel mine (APM type).
The surrender was facilitated by the 403rd B MC RMFB with the assistance of the 103rd SAC, 10th SAB PNP-SAF; CIDG Oriental Mindoro PFU; Bulalacao MPS; 2nd PMFC and PIU of Oriental Mindoro PPO; RID MIMAROPA; PIT Oriental and Occidental Mindoro RIU 4B; FIID PNP-SAF; ISU; 23rd MICO, 203rd Infantry Brigade, 2ID, PA; and NICA MIMAROPA.
Gen. Badua said “Ka Jornie” is now under the custody of the 403rd B MC RMFB for debriefing and assistance prior to his enrollment in the Enhanced Comprehensive and Local Integration Program (E-CLIP).
