The Energy Regulatory Commission (ERC) has introduced a new pricing framework that will overhaul how private utilities set power distribution rates, implementing a price-cap system that ties allowable tariffs to efficiency and service performance.
Approved on 16 October, the ERC said over the weekend that the Rationalized Rules for Setting Distribution Wheeling Rates (RRDWR) replaced the outdated regulatory guidelines and will now govern how distribution, supply, and metering charges are computed for electricity consumers.
Under the RRDWR, power distributors will be subject to a formula that determines annual revenue requirements based on validated operating costs and capital expenditures.
The framework also introduces performance-based incentives and penalties designed to improve service quality, reduce inefficiencies, and promote cost discipline across the sector.
Catching up with delays
Likewise, it institutionalizes a time-bound rate review process and scheduled annual rate adjustments, addressing delays that stalled previous resets for more than a decade.
The new rules will be applied to the long-delayed regulatory reset under the Performance-Based Regulation (PBR) system, which will resume in July 2026.
The first regulatory period will cover 1 July 2026 to 30 June 2030 and will initially apply to the Manila Electric Company, Dagupan Electric Corp., Cagayan Electric Power and Light Company, and Cotabato Light and Power Company.
The ERC said the implementation of the RRDWR establishes a fair and transparent rate-setting process that protects consumer interest while allowing utilities to recover prudent investments to modernize and expand the country’s distribution network.
