Cebu City eyes Skyway project to ease traffic

Mayor Nestor Archival on Sunday proposed the construction of a Skyway beginning in the city's north district to address persistent traffic congestion in the Banilad-Talamban (Ban-Tal) corridor, particularly along M. Cuenco Avenue.
In an interview with DAILY TRIBUNE, Archival said the project aims to ease the daily gridlock in one of Cebu City’s busiest chokepoints. Data from the Department of Public Works and Highways show that about 65,000 vehicles pass through the area from 6 a.m. to 9 a.m., increasing to 80,000 during the afternoon rush.
The proposed elevated roadway would be built through a public-private partnership. A second Skyway is also being considered for the city’s south district, stretching from Bulacao to the City Center.
Since assuming office, Archival has designated Ban-Tal as a “discipline zone,” enforcing stricter traffic rules, rerouting schemes, and a citywide truck ban affecting even garbage and delivery vehicles.
The Cebu City Traffic Office earlier modified public utility vehicle routes bound for Sitio Tintay, redirecting them away from the Talamban Gym junction during peak hours. The CCTO is also exploring complementary measures such as dedicated motorcycle lanes, improved intermodal connectivity, and smart traffic systems.
Archival said the city is aiming to combine technology-driven mobility solutions with environmental and social responsibility. CCTO data indicates motorcycles make up around 60 percent of vehicles in the Ban-Tal area.
