

The National Police Commission (NAPOLCOM) has authorized the Philippine National Police (PNP) to recruit 6,589 Patrolmen and Patrolwomen under the PNP Calendar Year 2025 Attrition Recruitment Program. The approval was issued through NAPOLCOM Resolution No. 2025-0580, signed on 1 October 2025.
NAPOLCOM said the recruitment aims to ensure the equitable replacement of personnel lost through attrition and to strengthen the PNP’s human resource capability, in line with Section 27 of Republic Act No. 6975, which mandates maintaining the ideal police-to-population ratio.
Following the Commission’s evaluation, the distribution of the recruitment quota among the Police Regional Offices (PROs) is as follows: PRO 4A – 650 slots; NCRPO and PRO 3 – 550 each; PRO 5 – 450; PRO 11 – 400; PROs 1 and 7 – 350 each; PROs 6, 10, and 12 – 300 each; PROs 8 and 4B – 250 each; PROs 9 and 13 – 200 each; PRO 2 – 150; PRO-Cordillera Administrative Region – 139; and PRO-Negros Island Region – 300. The total allocation for all PROs is 5,689.
For the National Support Units (NSUs), the approved quotas are as follows: Drug Enforcement Group (DEG) – 225; Health Service (HS) – 200; Explosives and Ordnance Division-K9 (EOD-K9) – 95; Communications and Electronics Service (CES) – 85; Anti-Kidnapping Group (AKG), Criminal Investigation and Detection Group (CIDG), and Integrity Monitoring and Enforcement Group (IMEG) – 75 each; and the Special Action Force (SAF) – 70, for a total of 900.
This brings the grand total to 6,589 recruits for the 2025 Attrition Recruitment Program.
Under the resolution, NAPOLCOM emphasized that all applicants must possess the competence and integrity required to enforce laws, protect lives and property, maintain peace and order, and prevent crimes. Priority will be given to applicants with knowledge of information and communications technology (ICT) to support modern policing methods such as CCTV systems, drones, and body-worn cameras to strengthen cybercrime prevention and investigation.
All newly appointed Patrolmen and Patrolwomen will undergo the Field Training Program (FTP) and will be deployed to operational units, where they are prohibited from performing administrative duties.
In reaffirming the Commission’s commitment to professionalizing the police service, NAPOLCOM Vice Chairperson and Executive Officer Atty. Rafael Vicente R. Calinisan stated:

More than just filling vacancies, this is about bringing in the next generation of police officers who are competent, compassionate, and committed to upholding the highest standards of integrity and public service.”
NAPOLCOM also directed its representatives serving as Vice Chairpersons of the Recruitment Screening Committee to monitor and submit reports on the program’s implementation to ensure transparency and accountability throughout the recruitment process.
