San Narciso, Zambales — President Ferdinand Marcos Jr. is pushing to raise the bar for maritime education in the Philippines, unveiling new programs and tests aimed at producing a stronger generation of Filipino seafarers.
Speaking at the Commencement Exercises of the Philippine Merchant Marine Academy (PMMA) Kadaligtan Class of 2025 on 15 August, Marcos announced plans to roll out a National Merchant Marine Aptitude Test.
“This aptitude test will measure the readiness of our youth to embark on maritime courses in college,” the President said.
He also revealed that a Ladderized Maritime Education and Training Program is in the works, which will allow students to move seamlessly from non-degree courses to degree programs.
Marcos added that the Maritime Industry Authority (MARINA) is exploring new ways to create more opportunities for onboard training, so future seafarers can gain real-world experience earlier in their education.
The President led the graduation ceremony of the Kadaligtan Class, where 252 cadets received their diplomas — 144 earning a Bachelor of Science in Marine Transportation, and 108 graduating with a BS in Marine Engineering.
Kadaligtan stands for Kawal ng Dalampasigan, Liwanag ng Karagatan.
Topping the class is Midshipman First Class Marc John Castañeto from Llanera, Nueva Ecija — the son of a retired elementary school teacher and a retired bus conductor.
