The local government of Malabon City will implement documentary relief assistance for residents whose legal documents were destroyed by natural disasters.

City Ordinance No. 11-2025 will exempt fire and calamity victims from paying authentication and record verification fees when securing copies of documents such as birth, marriage, and death certificates.

In a statement, Malabon City Mayor Jeannie Sandoval said waiving the fees is the city’s way of helping victims rebuild their lives.

“We understand the heavy burden they are carrying, which is why we implemented this measure to provide assistance and ease their worries—especially since having proper documents is essential for their identification and other important needs,” Sandoval said.

Residents may avail of the documentary relief within one year from the date of the incident through the City Civil Registry Office.

The local government clarified that the newly issued documents will have the same legal validity as those processed with regular fees.

Only authorized individuals may claim the assistance, including the homeowner, their spouse, parent, direct descendants, or legal guardian.

Residents found misrepresenting themselves or committing other violations under the ordinance will face financial penalties.

Malabon City Administrator Dr. Alexander Rosete said the initiative underscores the city’s commitment to supporting calamity victims.
