
Consumers can now expect greater transparency and accountability in how their electricity providers secure power supply, following the launch of a new digital toolkit by the Energy Regulatory Commission (ERC).
ERC Chairperson and CEO Monalisa Dimalanta said the Tuesday Power Supply Procurement Toolkit seeks to make the power procurement process more understandable to consumers.
The guide is designed to guide distribution utilities (DUs) in conducting the Competitive Selection Process (CSP) for power supply agreements. It is also expected to encourage public involvement by making information about power procurement more accessible.
“Just like raising a child, you do not stop watching once it is born—you continue to guide it until it is fully grown. That is what we aim to achieve with this toolkit,” she said.
While primarily intended for utilities, Dimalanta urged consumers to follow the process closely, from a power supply agreement’s inclusion in a utility’s procurement plan to the final approval by the ERC.
The toolkit was developed with support from USAID and ClientEarth and is considered a legacy project of Commissioners Alexis M. Lumbatan and Catherine P. Maceda, whose terms end on 9 July. It includes step-by-step guidance on CSP implementation, downloadable templates, regulatory references, FAQs, and other materials.
