
Mayor Abby Binay announced over the weekend that her administration has granted permanent status to 1,695 qualified casual employees while promoting 914 regular city government workers, in line with her commitment to service excellence.
“Competent and motivated workers are the backbone of efficient and quality public service,” Binay said.
“By providing security of tenure and recognizing their valuable role in the city government organization, our employees are inspired to excel and serve our constituents better,” she added.
Since the start of her nine-year term, the mayor has introduced various incentives and benefits aimed at improving the well-being of city employees and encouraging them to deliver better public service.
Among the initiatives is the conversion to casual status of 698 job order personnel, as well as the promotion of 704 qualified casual employees.
Binay also recently led the recognition of 207 loyal employees who have served the city government for 30 to 45 years.
The awarding ceremony was held at the Dusit Thani Manila. Each awardee received cash gifts ranging from P25,000 to P40,000, a Seiko customized wristwatch, and a glass plaque.
This year’s roster of outstanding offices and employees, along with 82 retirees, were also honored at the event.
The city’s annual Loyalty Service Award, launched in 2016 shortly after Binay assumed office, provides financial incentives to regular and casual personnel who have rendered at least 10 consecutive years of service to the city government.
Recipients receive a certificate of recognition and a P10,000 cash incentive. After their 10th year, they are awarded an additional P5,000 for every five-year milestone.
To date, the city has disbursed P83.5 million in cash incentives to loyal employees under the program.
In 2017, the mayor initiated enhanced GSIS benefits through the Makati GSIS Group Personal Accident Insurance (GPAI) Program, which is renewed annually and funded under the city’s Peace and Order and Public Safety Plan.
The GPAI provides city and barangay employees with P1 million in coverage for accidental death or dismemberment, P50,000 for medical reimbursement, and P10,000 in bereavement assistance.
The program earned Makati back-to-back GSIS Seal of Protection Gold Awards in 2023 and 2024.
In addition, the Civil Service Commission–National Capital Region awarded Makati a Certificate of Recognition for attaining Maturity Level 2 in human resource systems for recruitment, selection, placement, rewards, and recognition.
The city government implemented the Performance-Based Bonus program in 2022 and began granting step increments to qualified employees.
In 2024, it also launched the Night Differential Pay program to further enhance employee compensation.
