BAGUIO CITY — Department of Transportation (DoTr)-Cordillera Regional Director, retired Brig. Gen. Glenn Dumlao vows battle against misconduct and corrupt practices within the agency, promising a zero-tolerance policy for any wrongdoing.
Dumlao’s commitment to clean governance was immediately evident following a recent incident involving a Land Transportation Office (LTO) official. He stressed that the actions of one individual do not represent the entire agency, as he immediately acted on the issue.
He announced the preventive suspension on Thursday, 12 June and subsequent official dismissal on 13 June, of Engr. Edilberto Bonggaoen, an LTO-Baguio license registration officer, who was involved in a traffic accident while under the influence of liquor.
“We will never tolerate such foolishness,” Dumlao asserted, sending a clear message that unethical behavior will not be coddled.
Tackling deep-rooted issues
Beyond individual incidents, Dumlao openly acknowledged the long-standing issue of corruption within the DoTr-Cordillera, particularly in LTO registration and some areas of the Land Transportation Franchising and Regulatory Board. However, he also revealed that he’s already making significant strides.
“I have evidence already at hand against some, and some have resigned, two were terminated already, some reshuffled into different divisions,” Dumlao disclosed, highlighting proactive measures already taken to address internal issues. He also shared that an audit of driving schools in the Cordillera region is underway, specifically targeting those suspected of skirting government regulations and increasing caps on graduates.
