Teves arraigned on bomb, firearms raps

Former Negros Oriental Representative Arnolfo “Arnie” Teves Jr. appeared before Manila Regional Trial Court Branch 12 on Thursday for his arraignment on charges of illegal possession of firearms and explosives.

The court entered a not guilty plea on his behalf after he declined to enter one, with his lawyer Ferdinand Topacio citing unresolved legal issues surrounding his deportation from Timor-Leste.

Teves, who was brought to court by National Bureau of Investigation (NBI) agents, invoked his right to remain silent.

Topacio explained that their objection was symbolic, protesting what they claimed was an unlawful repatriation.

“The extradition was denied by a final decision in Timor-Leste, yet he was still turned over to Philippine authorities. Their Parliament is now investigating this irregularity,” Topacio said.

The arraignment and pre-trial proceedings went on despite the defense’s reservations.

The prosecution intends to present 13 witnesses, while the defense plans to call 23, including Teves, his son Axl, and Topacio.

The firearms and explosives charges stemmed from a March 2023 raid on Teves’ residence in Bayawan City where authorities allegedly seized weapons and ammunition.

The court granted a motion to consolidate the explosives and firearms cases, with the next hearing set for 29 July. Hearings are expected to continue through 2027.

Teves also faces multiple counts of murder, frustrated murder and attempted murder in separate courts over the killing of Negros Oriental Governor Roel Degamo and nine others in March 2023.

He has been designated a terrorist by the Anti-Terrorism Council and was expelled from the House of Representatives for disorderly conduct and persistent absence.

Topacio maintained that the charges against his client were politically motivated. “This is nothing but political harassment,” he said.
