Nickel miners seek stronger reform under new DENR chief

The Philippine Nickel Industry Association is hopeful that the appointment of Secretary Raphael Perpetuo M. Lotilla to the Department of Environment and Natural Resources will pave the way for stronger reforms and sustained progress in responsible mining.

“We view his appointment as an opportunity to sustain and deepen the momentum toward a more predictable, science-informed, and investment-ready regulatory environment,” PNIA said in a statement on Monday.

The group said it looks forward to working with Lotilla in “aligning environmental stewardship with the goals of industrial transformation and competitiveness.”

PNIA welcomed Lotilla’s return to public office, citing his “deep experience in public policy, sustainable development, and regulatory governance,” which it said “positions him well to continue advancing responsible mining practices and to reinforce the role of the minerals sector in inclusive national growth.”

“His decades-long engagement in energy, environmental reform, and institutional development across government, academia, and the private sector reflects a broad and principled approach to navigating complex national priorities,” the group added.

The PNIA also reaffirmed its commitment to supporting a modern and globally competitive mining industry, one that delivers long-term value to the environment, local communities, and the Philippine economy.

Lotilla, a former Energy Secretary, replaces Environment Secretary Maria Yulo-Loyzaga, who reportedly stepped away from government service.
