
The Metropolitan Manila Development Authority (MMDA) on Friday reminded candidates in the 2025 midterm elections that election-related motorcades and caravans will only be allowed on weekends and public holidays.
Citing the need to "ensure public safety and minimize traffic disruptions," the MMDA issued new regulations on road use for campaign events under Memorandum Circular 02.
Organizers must secure an event clearance from the MMDA in addition to obtaining permits from local government units (LGUs). Requests must be submitted at least seven working days in advance and include key details such as the event name, date, proposed route, estimated number of vehicles, and other necessary information.
To ease congestion, motorcades and caravans are prohibited from using national highways — specifically R1 to R10 and C1 to C5 — though crossing these roads is allowed as long as intersections remain open and accessible.
The MMDA also reminded that only one lane may be occupied, road closures will not be permitted, and parking along the route is strictly prohibited.
Non-compliance may lead to permit cancellation or revocation. The MMDA also reserves the right to withdraw approvals at any time based on traffic and security conditions.
The 45-day local campaign period officially began on Friday, with the Commission on Elections (Comelec) and MMDA launching Oplan Baklas, an operation to dismantle illegal campaign materials posted outside designated common poster areas and public spaces.
