Home ownership remains elusive to many Filipinos because of financial constraints. Since its establishment in 1977, the National Home Mortgage Finance Corporation (NHMFC) has worked tirelessly to make this dream a reality for Filipinos by providing accessible mortgage financing solutions.

NHMFC has played a key role in addressing the country’s housing challenges by simplifying home ownership and providing practical solutions. Its mandate is to become the primary government institution for home mortgage financing, setting the stage for the corporation’s housing programs aimed at meeting the growing demand for homes.

One of NHMFC’s key strengths is its ability to innovate and create solutions for diverse housing needs. The Unified Home Lending Program (UHLP) was launched to streamline financing by partnering with government agencies like the Social Security System (SSS), the Government Service Insurance System (GSIS), and the Home Development Mutual Fund (HDMF), offering affordable and sustainable home financing to Filipinos.

In 2009, NHMFC issued the Bahay Bonds, raising P2.06 billion and allowing the corporation to offer residential mortgage-backed securities. This move showcased NHMFC’s ability to navigate global financial challenges and fund housing programs through international markets.

Tailored programs for different needs

Understanding that every Filipino has different housing needs, NHMFC offers various programs to cater to various market segments. The Socialized Housing Loan Takeout of Receivables (SHeLTeR) program, launched in 2016, provides low-income families with alternative financing through partnerships with microfinance institutions and local governments, allowing many families to access affordable housing.

The Community Mortgage Program (CMP) enables communities to pool resources and develop land collectively, fostering unity while providing affordable homes. This program contributed to the creation of the Social Housing Finance Corporation (SHFC) in 2004, which further strengthened NHMFC’s role in social housing.

In 2016, NHMFC introduced the MAginhawang BUhay dahil sa baHAY (MABUHAY) program, the Philippines’ first reverse mortgage program. This initiative allows senior citizens to convert home equity into cash while continuing to live in their homes. It provides elderly homeowners financial flexibility during retirement, allowing them to maintain their independence.

With technology playing a key role in modernizing processes, NHMFC introduced the Residential Loan Takeout Portal (RLT-P) to streamline loan applications. This digital platform makes it easier for Filipinos to apply for loans and track progress, improving the overall accessibility of homeownership.

NHMFC also created the Abot Kaya Pabahay Fund, which helps families earning less than P5,000 monthly. This initiative focuses on assisting the most economically vulnerable sectors of society, ensuring that they have access to affordable housing.

NHMFC’s solid financial management has allowed it to maintain stability and continue supporting homebuyers. In 2009, NHMFC successfully restructured P46 billion in debt, securing its ability to fund future housing projects. The corporation’s financial strength has been recognized, including winning the Asset Asian Awards for excellence in securitization.

The Housing Loan Receivables Purchase Program (HLRPP), launched in 2010, further strengthened the housing market by helping developers access liquidity. This program, which includes subprograms like HOME, SHeLTeR, and BERDE, provides support for low-cost, socialized, and green-certified housing projects. The BERDE Program promotes eco-friendly building practices, encouraging developers to adopt sustainable methods in constructing homes.
