The recent approval of Senate Bill 2838 also known as the Magna Carta for Barangay Health Workers on third and final reading has been lauded by a partylist group, saying that is is a significant step in safeguarding the rights and welfare of local health workers.
In a statement, 132 GP (Galing sa Puso) Partylist' Atty. Jay Padiernos stressed the need to "take care of the people taking care of us."
He also hailed the bill's passing as a historic victory for Barangay Health Workers (BHWs), saying that it is a fitting tribute to their sacrifices.
"This proposal is a big step to recognize their sacrifices, rights, and give them adequate support and benefits they deserve," Padiernos said.
According to Uni Global Union, the Philippines has over 100,000 barangay health workers (BHWs) who provide healthcare services to more than 117 million Filipinos.
Despite their essential role, a study by Acta Medica Philippina found that BHWs are often overlooked.
The study, titled "Important but Neglected: A Qualitative Study on the Lived Experiences of Barangay Health Workers in the Philippines," revealed that many receive only honoraria, with minimal incentives often dependent on the barangay’s internal revenue allotment.
The Magna Carta for Barangay Health Workers aims to professionalize BHWs by ensuring fair compensation, access to training, and inclusion in government plantilla positions.
It also provides incentives and benefits, including monthly honoraria, transportation and subsistence allowances, hazard pay, insurance coverage, health emergency allowances, a December cash gift, and a service recognition incentive.
Padiernos stressed the crucial role of BHWs in creating a more inclusive healthcare system and achieving universal healthcare in the Philippines.
To recall, the group previously filed a similar measure in the House of Representatives, which served as a reference for the Senate bill.
