TACLOBAN CITY — The Northern Samar Provincial Jail is undergoing a major transformation focused on rehabilitating inmates and preparing them for reintegration into society.

This comes as Goverrnor Edwin Ongchuan appointed Provincial Planning and Development officer Jay Keenson Acebuche — an environmental planner — as acting provincial warden in January to lead the effort.

Acebuche has introduced a “Love for God” ministerial approach to promote rehabilitation and moral transformation among prisoners.  He said the provincial government believes inmates have the potential for change, growth and hope.

“With the right support and opportunities, PDLs can transform into dignified, responsible individuals ready to rebuild their lives,” said Acebuche. “The province aims to serve as a beacon of hope, fostering rehabilitation and second chances for those willing to change.”

He also prioritized restoring order and security within the facility as he ordered the demolition of makeshift structures, disconnected unauthorized internet access and confiscated contraband including mobile phones, cassettes, portable televisions and weapons such as bolos, knives, scissors and other improvised sharp objects.

The provincial government has provided new kitchen supplies, gardening tools, fixtures and common communication lines. Several initiatives have been implemented in collaboration with other offices and agencies.

On 21 January 2025, the Provincial Agriculture Office facilitated training on organic vegetable production, equipping inmates with gardening and organic farming skills.

The initiative aims to help them cultivate resources within the facility and develop sustainable practices.

Last 23 January 2025, the Provincial Government Environment and Natural Resources Office provided training on solid waste segregation. Acebuche said the training is crucial for waste management within the jail.  Inmates were taught proper waste disposal to enhance recycling efforts and maintain cleanliness.

Inmates participate in daily activities such as gardening, farming and fitness exercises, including daily workouts and Zumba sessions.

Religious activities, such as praying the rosary and music practice, are held in the afternoons.

Acebuche said he remains committed to expanding programs that foster rehabilitation and reintegration.
