The Muntinlupa City government has approved a zero-contact policy for issuing business permits and licenses, streamlining processes through an online system to enhance transparency and efficiency.
Mayor Ruffy Biazon signed Ordinance 2025-303, which institutionalizes the Business E-Payment System (BeST) to facilitate applications for new and renewed business permits via an online platform.
The system allows electronic payments through partner banks, e-wallets, and other digital payment gateways. It also offers door-to-door delivery of permits, ensuring a more convenient process for businesses.
The ordinance states that institutionalizing the system is necessary to support and enhance city services in line with Muntinlupa’s goal of becoming a smart city.
The Muntinlupa Business Permits and Licensing Office (BPLO) has been tasked with implementing BeST, which will handle the processing of business licenses and permits for individuals, partnerships, cooperatives, associations, and corporations.
The system is designed to eliminate graft and corruption by reducing direct interactions between applicants and personnel.
Electronic versions of permits, clearances, and certifications, bearing the city’s official seal and the electronic signature of authorized officers, can be printed by businesses at their convenience.
BeST features a quick registration process with email verification, a user-friendly dashboard for submitting applications, secure online payment options, and an automated permit generation system.
Once payment is confirmed, applicants receive an email notification with their permit, which can be downloaded, printed, or delivered to their location.
The initiative reinforces Muntinlupa’s commitment to efficient, transparent, and technology-driven governance.
