CEBU CITY — President Ferdinand R. Marcos Jr. on Thursday called on lawyers to uphold the Constitution, protect the rule of law, and ensure justice is accessible to all Filipinos, not just the privileged.
Speaking at the 20th National Convention of Lawyers of the Integrated Bar of the Philippines (IBP), Marcos emphasized the legal profession’s role in maintaining democracy and fairness in the justice system.
“The law must serve all Filipinos — not just a privileged few. Justice must reach those who need it most — the underserved, the unseen, [and] the unheard,” he said.
Marcos highlighted government efforts to improve the legal system, including the passage of 14 laws establishing new courts nationwide. He also praised the IBP’s initiatives:
The Unified Legal Aid Service Rules, require lawyers to provide at least 60 hours of free legal aid every three years.
SecureJustice Hubs, launched in 2022 and 2023 to improve legal access in underserved areas.
The Pro Bono Portal, a digital platform offering free legal assistance.
Bench and Bar Dialogues, strengthening cooperation between judges, prosecutors, and lawyers.
He also urged the legal profession to address modern challenges, including cybercrime, data privacy, and artificial intelligence (AI).
Marcos assured lawyers that his administration remains committed to a legal system that is efficient, fair, and impartial.
“This administration remains your partner in creating an environment where lawyers excel and where the rule of law remains the foundation of progress,” he said.
The IBP convention, attended by nearly 4,000 new lawyers, serves as a platform to discuss the future of the Philippine legal system.
