ZAMBOANGA CITY — The Bangsamoro Autonomous Region in Muslim Mindanao, through the Ministry of the Interior and Local Government (BARMM-MILG), has provided a decisive clarification on the authority of President Ferdinand “Bongbong” Marcos Jr., over appointments in the Bangsamoro Parliament.
BARMM-MILG Minister Atty. Sha Elijah B. Dumama-Alba, said yesterday President Marcos has the exclusive discretion to appoint, reappoint, or replace Members of Parliament (MP) and the Interim Chief Minister, regardless of legislative developments.
Dumama-Alba also explained the possible appointment of new Members of Parliament, including the Chief Minister.
Dumama-Alba said, “The President has the discretion to appoint, reappoint, or replace the Members of Parliament at any time.”
Additionally, she said, “The authority to appoint or replace members of the interim Bangsamoro Parliament and the Interim Chief Minister resides entirely with the President. That is his constitutional prerogative and is unequivocal.”
She explained “The Interim Chief Minister and Members of Parliament serve at the pleasure of the President. His power to appoint, replace, or remove any member is sole and exclusive discretion, independent of whether a bill is enacted or not.”
