
A coalition of medical experts and lawmakers is urging the Philippine government to legalize medical cannabis, citing its potential to alleviate severe pain in cancer patients and other individuals with chronic illnesses.
Led by Senator Robin Padilla and renowned cannabis expert Dr. Shiksha Gallow, the group held a briefing to discuss the benefits of medical cannabis and the potential of the Philippines to become a regional hub for cannabis-based medicine.
“The issue of medical cannabis is not just about legislation, it is about humanity,” Gallow said. “I urge you to vote in favor of this bill, not just as lawmakers, but as human beings who stand for the dignity and welfare of every Filipino.”
Padilla, who authored Senate Bill 2573, the Cannabis Medicalization Act of the Philippines, expressed optimism about the bill’s progress.
“I have spoken with fellow senators about the evidence-based use of cannabis. I saw for myself the difference between recreational and medical cannabis,” said Padilla.
The proposed legislation aims to establish a regulated system for the cultivation, distribution, and prescription of medical cannabis.
It also seeks to provide relief to patients suffering from conditions such as cancer, chronic pain, and autoimmune diseases.
While medical cannabis remains illegal in the Philippines, advocates argue that its therapeutic potential outweighs the risks. They point to the growing body of scientific evidence supporting its use and the success of medical cannabis programs in other countries.
The Department of Health (DoH) has acknowledged the ongoing debate but has stressed the need for rigorous scientific research and careful evaluation before any changes to the law are made.
Filipino experts also weighed in on the importance of local implementation. Dr. Gem Marq Mutia, founder of the Philippine Society of Cannabinoid Medicine, stressed the need for educating healthcare providers on cannabinoid treatments; Dr. Peter Quilala, a board member of the same organization, underscored the value of locally conducted research to shape policies; and Dr. Angel Gomez, past president of the Philippine Society of Anesthesiologists, highlighted cannabis' role in pain management for palliative care.
The initiative seeks to provide relief to patients while upholding stringent safeguards to prevent misuse, ultimately positioning the country as a leader in affordable, safe, and accessible healthcare solutions.
