The Bureau of Corrections released a political detainee released yesterday bringing to 1,200 the total number of persons deprived of liberty released this month.

BuCor Director General Gregorio Pio P. Catapang Jr. identified the released PDL as Rimberto Salvanera.

Salvanera was confined at the National Kidney and Transplant Institute due to his kidney problem when he was served his release order.

He was received at the New Bilibid Prison on 10 March 2012 by the commitment order issued by the Manila Regional Trial Court Branch 41 with criminal case no. 98-164879 for murder and sentenced to reclusion perpetual.

President Ferdinand Marcos signed the order of commutation on 29 December 2022.

His sentence was commuted to an indeterminate penalty of 20 years as a minimum to 25 years as a maximum while all other portions of the sentence, including the adjudged civil liabilities, shall remain undisturbed and complied with.

Based on records Salvanera has fully served his sentence upon computation of actual time served.

His actual time served is 16 years, 7 months, and 22 days while his conduct time allowance is 9 years, 5 months, and one day. With this, his total time served with GCTA is 26 years and 23 days.

Catapang said that Salvanera who is already 86 years old was qualified for release from confinement upon expiration of the maximum sentence and there are no other legal grounds for him to be further detained.
Meanwhile, the total PDLs released from January to date of this year reached 6,821 with the breakdown as follows:

  • January- 582
  • February- 469
  • March- 552
  • April – 784
  • May- 441
  • June – 490
  • July – 457
  • August – 513
  • September – 410
  • October – 484
  • November – 412
  • December (up to 28 December) – 1,227 (up by 242 since 18 December culminating activity)
