The flower farmers had been organized into cooperatives and trained on the latest agricultural technologies.

The Cebu City Agriculture Department has intensified farmers' training on flower production as demands for cut flowers are increasing.
"It's not only during All Souls' Day that demand for flowers is high. Now it's year-round," City Agriculturist Joey Baclayon told the media. "Buyers coming from Ilolilo, Cagayan de Oro, and even Dangwa and Baguio would buy flowers here."
Cebu City has 13,000 hectares of agricultural land located in 14 barangays, of which 101 hectares are used for flower production.
CAD has implemented several programs to help flower farmers improve their yields and income.
