Eduardo Guillen, the newly installed acting administrator of the National Irrigation Administration, has vowed to introduce so-called participative governance in the agency.
During a Laging Handa briefing on Thursday, Guillen, a former Piddig, Ilocos Norte mayor, said he wants to reach out to irrigators and teach them to demand good governance from their leaders.
"(They can expect) not just good governance in NIA, but also participative governance. We will teach our irrigators association to demand good governance from us," Guillen said.
"I told our irrigator managers and even the regional managers that I will measure the success and accomplishment of our governance in NIA through the feedback of our irrigators," he added.
Early this week, Office of the Press Secretary officer-in-charge Cheloy Garafil confirmed Guillen's appointment as NIA's acting administrator vice Benny Antiporda.
Antiporda was placed under a six-month preventive suspension by Ombudsman Samuel Martires due to administrative complaints filed by NIA employees against him.
