The chamber has passed Speaker Martin Romualdez's House Bill No. 4, which fosters safe and fair Internet trade "founded on trust" to protect consumers and merchants.
The proposed law is one of the priority legislative measures of the President, which would also encourage and promote innovation, fair advertising, competition, intellectual property rights, and product standards and safety.
The proposed law would apply to all Internet transactions and domestic merchants and foreign entities doing online business in the Philippines, who would be required to register with the bureau.
The bureau would be under the Department of Trade and Industry, which would take down erring online marketplaces subject to due process.
