The Land Transportation Office plans to introduce a uniform traffic penalty system in Metro Manila during the first quarter of 2023.
LTO Assistant Secretary Jay Art Tugade said Tuesday that the proposed single ticketing for road offenses would ease traffic congestion in Metro Manila by getting reckless drivers off the roads.
According to Tugade, it would also eliminate the various fines levied by Metro Manila's local governments and organizations that have the authority to issue traffic violation tickets, such as the Metropolitan Manila Development Authority.
"We will monitor the performance of our drivers via a common demerit point system," Tugade said in a mix of English and Filipino. "We will ensure that the privilege to drive will only go to those who deserve it."
The purpose of the single-ticketing system "is not to increase the penalty but to have a penalty that will serve as a deterrent that will prevent motorists from committing traffic violations," he explained.

According to Tugade, President Ferdinand Marcos Jr.'s directive is to "restore the trust and confidence of the public to our agency."
He said that although the LTO is still holding consultation meetings with various stakeholders, the agency has already released a memo circular for this, and the organization is simply awaiting input.
