Eligible voters can now register outside Commission on Elections offices and branches through the pilot-testing of the Commission's 'Register Anywhere' scheme starting December.
In a statement, Comelec said that the pilot-testing of the new voter registration procedure will be done in five selected mall sites every weekend, from 10 December to 29 January next year, except on 24, 25, 31 December and 1 January.
The Commission explained that voter applicants could go to 'Register Anywhere' booths in the five selected malls in the region, regardless of their city or municipality.
Upon receiving the necessary documents and biometrics from applicants, teams who will operate in these booths will submit to the applicants' respective election officers for verification, publication and hearing.
The Comelec en banc approved the schedule as part of the resumption of local and overseas voter registration from 9 December to 31 January, 2023.
Comelec Spokesperson Atty. John Rex Laudiangco said in a message to the media that they could extend the "Register Anywhere" scheme beyond 29 January next year to cater applicants outside NCR:
"Please note that the Commission, in its inherent power to extend the period for registration beyond 31 January 2023, ultimately intends to implement the RAP nationwide based on the lessons to be learned and challenges to be faced and hurdled in the NCR Pilot Testing," Laudiangco said.
