The Partido Demokratiko Pilipino Lakas ng Bayan has elected Senator Robinhood Padilla as Acting Executive Vice President replacing Karlo Alexei Nograles who resigned from the post upon being appointed as the chairperson of the Civil Service Commission.
The position is considered as the second-highest position in the once-ruling party which is currently chaired by former President Rodrigo Duterte.
Based on the National Executive Committee Resolution 29, issued on August 29, the NEC fully nominated and duly appointed Padilla as the EVP of the PDP Laban "in an acting capacity until the next election of National Officers in a National Assembly held for that purpose."
Earlier this week, Duterte, who stepped down from office two months ago, returned to the national scene and affirmed the NEC resolution.
The NEC, the party's highest administrative and executive body, said that it chose Padilla as PDP Laban's acting EVP because he "shares the same vision of the PDP Laban and has the capacity to duly represent the party."
Based on the PDP Laban Constitution, Padilla, in his capacity as EVP, will be part of the NEC and can take over the functions Party President Alfonso Cusi in case of his or her prolonged absence, permanent incapacity, suspension, resignation, or expulsion.
He may also "perform such other duties and functions as may be assigned to him or her by the National Council," the constitution read.
Nograles was designated by Duterte as acting CSC chairperson from 4 March to 1 June. Under President Ferdinand Marcos Jr., Nograles was officially appointed as CSC chair on 30 June, with his term ending on 2 February 2029.
As the CSC chairperson, Nograles is precluded from being an officer of a political party and has since resigned as an officer of PDP Laban.
