The pace at which the government’s ambitious “Build, Build, Build” program proceeds next year was seen accelerating as China committed to help in the buildup up of public infrastructure.
This was learned from the Department of Finance (DoF) over the weekend whose officials said the newly appointed Chinese Ambassador to Manila vowed to conduct regular meetings with his counterpart in the Philippines.
“Newly appointed Chinese Ambassador to Manila Huang Xilian has committed to institutionalize the conduct of regular meetings between the Philippines and China to thresh out issues involving the Duterte administration’s big-ticket infrastructure and development projects that are being implemented with funding support from China,” the DoF said.
“Ambassador Huang made this commitment in response to the proposal of Finance Secretary Carlos Dominguez III to hold regular dialogues between high-level officials of the Philippines and China to address such concerns,” the agency said.
Finance Secretary Carlos Dominguez III welcomed the proposal, saying this further enhances the bilateral relations between the two countries.

“It would be very helpful if we have regular meetings regarding these projects. Our suggestion has always been to meet once every three or four months,” Dominguez said.
“We would like to build on that understanding between (Chinese) President Xi Jinping and President Rodrigo Duterte. We want to make sure that the way forward is smooth and mutually beneficial for both sides,” he added.
In response, Ambassador Huang said China would “work very hard” to ensure the prompt implementation of the infrastructure modernization program of the government and that those that China committed to fund are launched as soon as possible.
“We hope all these projects will bring real tangible benefits to our peoples,” Huang said.
Official Development Assistance from China relates to 10 projects under the “Build, Build, Build” program that include the feasibility studies for the Davao City Expressway Project and the Panay-Guimaras-Negros Island Bridge Project.
