A day after President Rodrigo Duterte announced that he will no longer extend military rule in Mindanao after 31 December, Davao City Mayor Sara Duterte-Carpio welcomed its positive effects on the region’s economy.
The presidential daughter said the implementation of martial law had negative effects on Davao City as foreign governments warned tourists and investors about the security situation in Mindanao. Other countries issued travel advisories, too.
Duterte-Carpio said the national government’s decision to lift the ruling will entice more businessmen to invest in the region and tourist arrivals.
“There is a negative connotation in the international community when it comes to martial law. Through the lifting, by the end of the month, our standing in the international community will improve,” she said in a statement. “When it comes to local investment, there is no problem. But in the international community, the declaration of martial law and travel ban coming from their governments really affected us.”

To assure that Davao City is still safe post-martial law, the younger Duterte said City Council passed a resolution asking the Philippine National Police to extend until 2020 the suspension of the Permit to Carry Firearms Outside of Residence.
“As what we see, this is the only thing that we need to control our peace and order situation in the city,” she said.
As early as August, Duterte-Carpio announced she will push for the lifting of ML in Davao City. She said ambassadors have raised their concerns on the backlash of martial on the business sector during a Davao City International Conference.
She also explained that martial law should be imposed in a stricter sense where the military takes over and suspends civilian functions. This will include the suspension of her authority, takeover in the Davao City Hall and the suspension of functions of the courts.
Mindanao was placed under military rule when the Marawi siege occurred in 2017. It was supposed to last for 60 days only but was extended by Congress.
