The House of Representatives will exercise caution in passing controversial bills, including a measure legalizing divorce.
House Speaker Alan Peter Cayetano said in a press conference Wednesday the House would rather prioritize the approval of the bicameral conference committee report on the 2020 budget bill, revenue bills and social economic and social services bills instead of controversial bills that has no consensus yet.
Cayetano made the statement as the House Committee on Population and Family Relations chaired by Guimaras Rep. Maria Lucile Nava has identified the panel’s legislative agenda for the 18th Congress.
Included in the committee’s agenda list are bills on absolute divorce, civil effects of church and annulment decree, and foreign decree of termination of marriage.
Cayetano said the House will be conducting during the break a survey among its members to know the lawmakers’ stand on the bills on divorce, death penalty, federalism and charter change.

“Let’s let the committees and ‘yung plenary debate this but, definitely, ‘yung House leadership nakatuon dun sa meron tayong consensus na,” said Cayetano.
“Ako, I will move faster on those na merong consensus. I will not stop but we will act with caution dun sa mga bills na walang consensus,” he added.
Cayetano assured the public the House will have full debates on the controversial measures.
