‘Show us the money’

The local government of Cavite province may want to underwrite the redevelopment of the Sangley Airport but transport authorities need proof it has the financial wherewithal to undertake the project.

Thus said the Department of Transportation (DoTr) on Monday as they sought to clarify the regulators do not oppose the Cavite LGU plan to own the infrastructure.

“Just to clarify, we are not rejecting the proposal of the Provincial Government of Cavite to develop the Sangley Airport. The memorandum signed by our legal team was made to express our legal opinion on the draft memorandum of agreement (MoA) itself,” the DoTr said in a statement.

“We are just asking the Cavite Government to refine the MoA, so as to reflect all the necessary details, such as the project’s funding source, and proof of the proponent’s technical capability to handle and implement the project. If such details are clarified, the draft MoA may be resubmitted for review and evaluation,” it quickly added.

According to officials, the memorandum dated 15 June 2018 cited by a number of newspaper reports that included the Daily Tribune, merely involved a legal review on the proposed MoA between the DoTr, the Civil Aviation Authority of the Philippines and the Cavite provincial government.
