Rains brought by the enhanced southwest monsoon (habagat) raised alarm level in Marikina and prompted authorities to conduct forced evacuation of residents, particularly in danger zones.
While tropical storm Karding exited the Philippine area of responsibility (PAR) Saturday, intense monsoon rains prompted weather agency PAGASA to raise a yellow (heavy) rainfall warning over Metro Manila in the morning, which was raised to an orange (intense) rainfall warning around noon.
Around 2 p.m. yesterday the Marikina City government raised alarm level to 2 after the river rose to the 16-meter mark. However, local authorities raised the alert level to 3 when the water level rose past the 18-meter mark shortly before 5 p.m.
Alarm level 2 means the people should prepare for possible evacuation, while level 3 means authorities would implement forced evacuation.

In 2009, torrential rains brought by typhoon Ondoy drove water level in Marikina to a record high of 23 meters above sea level and inundated the low-lying areas in the city, killing 69 people. Fatalities due to Ondoy reached 500.
Despite the increased water level of the river, Marikina Mayor Marcy Teodoro said they have not received any report of untoward incident.
Several netizens also reported seeing piles of garbage strewn along Roxas Boulevard as big waves driven by strong winds pounded Manila Bay.
According to one netizen, it seemed the sea simply returned all of the trash dumped in it by the people.
The Department of Public Service Office of the Manila City Hall immediately rushed to the scene to collect the garbage.
The rains also caused flooding in various areas of Metro Manila.
Several localities suspended classes due to the heavy rains, including Manila, Valenzuela, Caloocan, Malabon, Navotas, Marikina City, Antipolo, Cainta, Bataan, Dinalupihan and Mariveles.
Meanwhile, another tropical depression (TD) was sighted outside PAR, estimated at 1,030 kilometers west of extreme Northern Luzon.
The new TD packed maximum winds of 55 kph near the center and gustiness of up to 75 kph.
It was moving north at 10 kph towards southeastern China with no direct effect yet on any part of the country, PAGASA said.
PAGASA also said rains will continue to drench Metro Manila and other areas of Luzon until next week because of habagat.
