Government needs P100 billion to implement the Universal Health Care (UHC) bill if it is enacted into law.
The UHC is aimed at providing quality health services to all Filipinos.
Sen. Joseph Victor Ejercito, chairman of the Senate Committee on Health and Demography, vowed to submit the committee report on the UHC proposals to the plenary for approval to hasten its progress.
Ejercito is eyeing the passage of the measure before October –citing President Duterte’s certification of the proposal as urgent.

“My target is up to September. (Today), I will submit the committee report, then we’ll schedule for interpellation and amendments. So maximum, it will be (ready) before October because October will be set for filing. Hopefully the UHC bill will be passed by September,” Ejercito said.
Ejercito said the Senate will pass the measure with assurances of funding.
He added that he is eyeing taxes from tobacco to finance the UHC.
“We at the Senate are making sure that if this is passed, we will have sources of funds. That’s why there is delay, we fixed first where to get (the budget). I am looking at tobacco tax,” said Ejercito.
“There is a recommendation from the PCSO (Philippine Charity Sweepstakes Office), Pagcor (Philippine Amusement and Gaming Corporation) and others. It should be consolidated,” he added.
Ejercito said he is looking at P100 billion to fund the measure.
Ejercito stressed that the bill seeks 100 percent health service coverage of all Filipinos.
The senator is optimistic his fellow senators will not block the passage of the bill.
“I think no one will object because the bill is a landmark legislation that will benefit all our people. I believe even the minority will help.
Maybe the only concern would be the sources of fund,” Ejercito said.
