Construction of the underpass along United Nations (UN) Avenue in Mandaue City began on 23 July as motorists and commuters were advised to take alternative roads to avoid traffic.
Mandaue City Mayor Luigi Quisumbing said the Traffic Enforcement Agency of Mandaue (TEAM) and the Department of Public Works and Highways (DPWH) are coordinating about the traffic flow in the area.
UN Ave. is the access road on the Mandaue City side going to Marcelo Fernan Bridge, the second bridge linking the Mactan Cebu International Airport (MCIA) and the City of Lapu-Lapu and the municipality of Cordova.
“Our TEAM enforcers and the DPWH are coordinating. We will try to soften the blow as much as possible and we are looking for alternative routes that we might be able to utilize while the project is ongoing,” Quisumbing added.
DPWH-7 Regional Director Ador Canlas said they will not close any lanes for phase 1 of the project, which includes barricading or fencing off heavy equipment.
The DPWH assured there will be no traffic congestion resulting from phase 1.
Quisumbing, however, insisted on not taking chances by looking for access roads to ease up possible traffic buildup.
The underpass project is estimated to cost P711.9 million. It covers an area 952 meters long, 680 meters of which will encompass the underpass alone.
Canlas said the duration of the project is about 910 days, which includes the design phase that started last December.
The project is being carried out by contractor B.M. Marketing, a Leyte-based company.
The DPWH-7 two months ago started its underpass project along N. Bacalso Avenue in Cebu City, which were met by protests because of heavy traffic.
DPWH-7 Design Division Chief Nonie Paylado said that as part of the project, the two-lane UN Ave. will become an eight-lane road counting the four lanes the underpass will make available.
