For a resident of Taloy Sur village in Tuba, Benguet, who allowed a private hauler to dump soil in private property, it should be clean. That was the condition: only clean soil at the dumpsite.

For the hauler, though, it was otherwise. In fact, the gravel dumped in the lot was a mix of sand, pebbles, stones, syringes, dextrose bottles, vials, rubber tubes and surgical refuse.

Tuba authorities discovered the dirty soil when the biohazardous waste surfaced from a creek last week. The gravel mixed with waste apparently slipped into the creek due to heavy rains.

A Tuba police report says the hauler, identified as Onofre Calam-ang, had dumped the hospital waste and soil dug up from a road expansion project near the medical facility without the property owner knowing it.

Both property owner and hauler now agree that soil should be clean. Calam-ang is reportedly cleaning up the creek and, together with the lot owner, facing charges of improper waste disposal.
