The crime rate in the second year of the Duterte administration dipped 16.82 percent to 472,696 from the 11 months ending 2018 June from 568,291 during the same period a year ago, Philippine National Police (PNP) data provided to reporters showed.

The data also showed crime incidences substantially fell in the second quarter to 115,854 from 139,195 a year ago.

The figures, which were based on police blotters nationwide, involved 959 crimes committed by motorcycling-riding suspects or “tandem” riders from April to June this year compared to 1,301 a year ago.

Among the prominent riding-in-tandem crimes were the killing of Fr. Mark Ventura after Mass in Gattaran, Cagayan on April 29; former prosecutor Geronimo Marave in Ozamiz City, Misamis Occidental on May 22 and Buenavista, Bohol Mayor Ronald Tirol on May 27, according to PNP spokesman Senior Supt. Benigno Durana Jr.

Durana said by region, the number of crimes committed by motorcycle- riding suspects in Central Luzon was 166; Calabarzon, 149; Central Visayas, 121 and Metro Manila, 95.

Durana said murder incidences had the highest decrease during the period as it fell 37.48 percent to 7,390 from 11,820 during the period.

The homicide rate slightly increased by 1.64 percent from 2,444 to 2,484; incidents of rape went down 23.96 percent, from 9,204 to 6,999; robbery incidences also dropped by 27.52 percent from 18,071 to 13,098.

Incidents of physical injury also decreased by 26.37 percent from 34,230 to 25,202 during the period, PNP data showed.

The rate of theft went down significantly by 33.52 percent from 41,175 to 27,374.

Durana said the drop in incidences of theft, robbery and physical injury can be attributed to the PNP’s strict enforcement of local ordinances.

“The average weekly crime incidence involving motorcycle-riding suspects went down from 43 to 23 incidents per week on average,” he said.

The regions with the most number of such incidents in the second quarter include: Central Luzon at 166; Calabarzon at 149; Central Visayas at 121; Metro Manila at 95 and Western Visayas at 54.

The PNP reported 2,178 homicide cases under investigation (HCUI) during the second quarter which was a 27.6 percent decrease from the 3,008 cases a year ago.

Calabarzon topped the list with 288 HCUI, followed by Metro Manila (241), Central Visayas (183), Davao Region (170) and Soccsksargen (150).
