Weather forecasters said Tropical Storm “Inday’ has slowed down and is almost stationary, which can mean there might be a renewed enhanced habagat or southwest monsoon. This may bring anew heavy rains over large parts of the country, particularly in Luzon.

Several areas in Luzon have suspended classes due to the floodwaters and some areas being still submerged.

Philippine Atmospheric Geophysical and Astronomical Services Administration said that strengthened by Inday, the habagat is expected to dump occasional heavy rains over Ilocos and the Cordillera regions, Bataan, Zambales and Batanes provinces and the Babuyan islands.

Weather forecaster Ezra Bulquerin said occasional rains are also expected over Metro Manila and the rest of Luzon, while Visayas and Mindanao will experience fair weather that may be marred by localized thunderstorms in the afternoon or evening.

“Inday,” packing maximum sustained winds of 65 kilometers per hour and 80 kph gusts, will stay in the Philippine Area of Responsibility until Saturday if it remains “almost stationary,” Bulquerin said.

The center of Inday is located at 840 km east of Basco, Batanes.

Tropical Depression “Henry” also stirred the southwest monsoon over the weekend, bringing two days of rains in the capital that equaled a third of the deluge from Tropical Storm “Ondoy” in 2009.

Henry came a week after Typhoon Gardo inundated parts of Luzon and Visayas.

This, as Bacoor City Mayor Lani Mercado reportedly placed the city under state of calamity due to widespread flooding, affecting over 60 of its barangays.

Mercado said heavy rains from enhanced southwest monsoon in past days have caused flooding in 63 barangays.

Some roads, including the Aguinaldo Highway, were submerged in floodwaters, turning them into virtual fishponds.
