Caloocan City Mayor Oscar “Oca” Malapitan has ordered the relief of three traffic enforcers who were caught on a viral video “wrestling” with a pedestrian.
Malapitan said he has already instructed Larry Castro, chief of the city’s Department of Public Safety and Traffic Management (DPSTM), to make sure that his three personnel, whose names were not immediately known, were relieved from their posts pending an investigation.
Malapitan expressed sadness over the incident wherein the three DPSTM personnel were seen ganging up on an unnamed male pedestrian along J. P. Rizal Avenue Extension.
“It was quite an unfortunate incident and I would not tolerate what our traffic enforcers did to the pedestrian that is why I ordered them relieved and an investigation is taking place to determine if there is a need to further punish them,” Malapitan told reporters.
The city chief executive has asked for understanding from the public given the burden the traffic enforcers are experiencing daily as they man the city’s streets.

The Caloocan mayor reiterated the three traffic enforcers had violated their mandate to keep the flow of both vehicular and pedestrian traffic going smoothly and not inflict harm on anyone.
In a text message, Castro told this writer that one of the traffic enforcers felt sorry that the incident had gone worst which could have been a simple way of apprehending the pedestrian who reportedly ignored them for passing through an area only for motorists instead of through the pedestrian lane.
“Nawala din kami sa tamang pagdedesisyon ng bigla kami nya i-challenge na hubarin na lang namin ang aming uniporme at magsuntukan na lang kami,” Castro quoted one of the traffic aides as saying.
Castro, on orders from the mayor, said all traffic personnel will undergo a retraining on rules of engagement so that they will learn and know properly how to approach a pedestrian and motorist supposedly committing a traffic offense and the incident will not be repeated in the near future.
