Primer Pagunuran currently drafts his dissertation proposal on infrastructural policy via public private partnership for his Doctor of Public Administration. With a master’s in public policy at UP Diliman, he used to be the chief of staff of key legislators of the House of Representatives. At the Center for Integrative and Development Studies, he is part of the research team that begun seminal work on Philippine federalism. He has written in local and foreign journals and presented papers in international conferences. In between, he plays tennis, loves to travel, fends for birds, a dog and cat lover, a marksman, a widower.
