Dupax residents seek probe on blocked road easement

Government intervention has been formally sought by residents of Purok Keon in Barangay Bitnong, Dupax del Norte, Nueva Vizcaya, over the alleged obstruction of an established road easement.

Around 100 residents submitted a petition to Dupax del Norte Mayor Juan Paolo E. Cayton, claiming barricades were installed along the road easement by individuals they described as “not actually from the place,” effectively restricting ingress and egress for families in the area.

The petitioners attached photocopies of documents they said establish the road easement, along with photographs of the barricades and a list of signatories. They are requesting a formal review of the legal status of the easement and the authority under which the barricades were allegedly erected.

Residents said the obstruction has had direct effects on mobility and access to essential services.

They cited cases in which individuals requiring urgent medical attention had to walk across the damaged portion of the road or transfer to motorcycles due to the blocked passage.

Farmers and vegetable producers were reportedly forced to transfer goods from one vehicle to another at the excavated section, resulting in higher costs and logistical difficulties.

The petition also referenced ongoing excavation activities in the area which, according to residents, have not been rehabilitated and continue to pose safety risks.

Beyond the disruption, petitioners raised concerns about broader legal implications.

“The people, most especially the young ones, are already wondering whether these acts are legal and normal, and why they need to be deprived of the normal life that they rightfully must enjoy,” the statement read.

They stressed that access to the road easement is not merely a matter of convenience but a recognized legal right necessary for connectivity to education, health services, livelihood and other essential facilities.

Residents urged local authorities, and if necessary relevant national agencies, to determine the verified legal status of the road easement, whether due process was observed in the installation of the barricades, and whether any civil or criminal liabilities may attach to those responsible.

They expressed confidence that a prompt and impartial review will clarify the legality of the actions taken and ensure that lawful residents are not deprived of access to a public or legally established right-of-way.

“We humbly request you to kindly look into the matter and take immediate action,” the petitioners said.

Residents said they remain hopeful that appropriate legal intervention will restore normal access to Purok Keon and prevent further disruption to the community.
