Mayor Isko orders release of P66.8M allowances, pay for city employees

Manila City Mayor Francisco “Isko” Moreno Domagoso ordered the release of P66,821,000 in clothing allowances for 9,000 city government personnel on 23 February 2026.

He also said that Job Order (JO) and Contract of Service (COS) personnel under the Manila Health Department and city-run hospitals would receive their delayed January salaries within the week.

During a flag-raising ceremony at Manila City Hall, Domagoso said 8,543 regular employees will each receive P7,000 in cash for their 2026 clothing allowance.

“Imbes na ibili ko kayo ng bagong uniporme, pinabuti ng inyong lingkod na ibigay na lang sa inyo nang cash 'yung P7,000,” he said.

He added that 1,063 employees who missed clothing allowances from 2021 to 2025 will also be paid. Breakdown of unpaid allowances: 10 employees in 2021, 62 in 2022, 131 in 2023, 181 in 2024, and 679 in 2025.

Payroll distribution for the remaining allowances is scheduled from 24 to 27 February 2026. Domagoso said cash distribution was chosen to give employees flexibility in addressing household needs.

JO and COS personnel of the Manila Health Department and city hospitals were informed that their delayed January 2026 salaries were due to a change in accounting from the General Fund to the Special Health Fund.

“Rest assured, this week may sweldo na kayo. Nagkadelay-delay sila dahil lang sa papeles at charging. 'Yun lang 'yun, nothing more, nothing less,” Domagoso said.

The payroll covers staff from the Manila Health Department; Gat Andres Bonifacio Memorial Medical Center; Ospital ng Tondo; Justice Jose Abad Santos General Hospital; Ospital ng Sampaloc; Sta. Ana Hospital; Ospital ng Maynila Medical Center; and President Corazon C. Aquino General Hospital.

Domagoso noted the city’s fiscal adjustments aim to ensure stable employee compensation while meeting legal and accounting requirements.

“I've been telling you na the fiscal maneuvering of the city administration is trying to find legal, proper, and available funds para magkaroon ng kapanatagan ang mga empleyado natin,” he said.

“Hindi po perpekto ang inyong lingkod. Hindi po perpekto ang gobyerno ng Maynila. Ngunit pipilitin ko laging maging mahinahon, masinop, at episyente na makapaglingkod sa ating kapwa,” he added.
