San Fernando port upgrade study set for mid-2027 completion

SAN FERNANDO CITY, La Union — Poro Point Management Corporation (PPMC) President Servillano Flores revealed that the ongoing feasibility study for the upgrading of the international seaport in the city is expected to be completed by mid-2027.

“We are pleased that full attention has been given to the improvement of the Poro Point Freeport Zone, especially the international seaport,” Flores said.

He added that once realized, the project would significantly boost the economy by reducing travel time for maritime trade.

For example, Flores explained that travel to China from the San Fernando seaport would take only one day — considerably faster than the four days required from Subic or the seven days from Manila. The shorter route is expected to enhance trade and commerce by minimizing delays often encountered at other major ports.

The development is a collaborative effort involving the Bases Conversion and Development Authority (BCDA) and the provincial government under La Union Governor Mario Eduardo C. Ortega. According to Flores, the President authorized the governor to oversee the enhancement of the seaport, while PPMC retains its authority from BCDA to manage the facility.

On investments, Flores said high-level discussions are ongoing, with Japanese technology likely to be utilized in the project following the governor’s recent visit to Japan. He noted that the partnership aims to revitalize the port, previously described as a “sleeping dragon” due to its untapped potential.

Flores also discussed plans for a ferry system. Although a ferry terminal already exists at the baywalk area, earlier plans did not fully materialize. PPMC is now exploring new options inspired by a ferry system observed in Singapore.

After discussions with potential investors in February, Flores said there are plans to establish a ferry service operating within San Fernando Bay and along the coastal areas of La Union.

He disclosed that a follow-up meeting in Singapore is expected, which may lead to the signing of a memorandum of understanding for the possible establishment of the ferry service.
