President Ferdinand Marcos Jr. visited Naga City on 21 February 2026 to inspect ongoing flood control and mitigation activities under the national government’s Oplan Kontra Baha program.
The inspection, conducted at Sagop Creek in Barangay Triangulo, was attended by Department of Public Works and Highways Secretary Vince Dizon, Mayor Leni Robredo, and local officials.
Oplan Kontra Baha focuses on flood prevention through measures such as declogging canals, dredging waterways, removing obstructions, rehabilitating pumping stations, and maintaining flood control structures in flood-prone areas.
In Naga City, interventions are concentrated on the 10-kilometer Sagop Creek, a key waterway that passes through Barangays Del Rosario, Concepcion Grande, Concepcion Pequeña, Triangulo, and Tabuco.
City officials have identified these areas among the most vulnerable to flooding due to their location within the Bicol River Basin catchment.
During Severe Tropical Storm Kristine in 2024, Naga City recorded approximately 700 millimeters of rainfall within 24 hours, resulting in widespread flooding in the city and nearby municipalities.
Following the event, the national government directed a review of flood management strategies for the Bicol Region, including the Bicol River Basin Development Program.
Dizon said that as of 20 February, clearing and desilting operations in Naga City removed about 2,350 cubic meters of silt, vegetation, and solid waste from priority waterways.
These include Sagop Creek, sections in Barangay Concepcion Pequeña, parts of the Bicol River, and Milaor Creek along Maharlika Highway.
Authorities said the operations aim to restore water flow and improve drainage capacity in flood-affected communities.
Naga City was selected as one of the pilot areas for Oplan Kontra Baha due to its history of severe flooding and its exposure to typhoon-related hazards.
The DPWH has also conducted similar flood mitigation activities in Metro Manila, Cebu, and Bacolod, with additional operations planned in Laguna, Iloilo City, and Cagayan de Oro.
