Lawmakers are pushing for every local government unit (LGU) to serve as a single, easy entry point for Filipinos seeking social services — from health coverage to housing and employment assistance.
A measure filed by Solid North Party-list Rep. Ching Bernos and Abra Rep. JB Bernos proposes a unified system that would streamline access to government assistance through LGUs.
Under House Bill No. 7465, the proposed Accelerated Citizen-Centered Social Services (ACCESS) System would establish both physical service hubs and a digital platform within LGUs to centralize applications, referrals and benefit tracking.
The system would integrate services from agencies including the Department of Social Welfare and Development, PhilHealth, the Social Security System, the Government Service Insurance System, the Pag-IBIG Fund, the Department of Labor and Employment and the Philippine Statistics Authority.
It would also cover local programs for senior citizens, persons with disabilities, solo parents, scholars and indigent residents.
“Through ACCESS, Filipinos can simply go to their LGUs to avail of the services they need. Citizens should no longer be made to go from one office to another just to find out what assistance they may receive from the government,” Ching Bernos said.
JB Bernos stressed the urgency of simplifying government processes.
“Social services are time-sensitive by nature. Government systems must be designed to respond quickly, clearly and efficiently to people who need help most,” he said.
