DENR chief orders flood control audit in Western Visayas

Environment and Natural Resources Secretary Raphael P. M. Lotilla has launched a comprehensive audit of flood control and infrastructure projects throughout Western Visayas.

Lotilla, the newly appointed Cabinet Officer for Regional Development and Security in Region VI underscored that strengthening resilience is essential for the region’s lasting stability.

During his inaugural visit to the region, Lotilla convened with local leaders to align ongoing projects with President Ferdinand Marcos Jr.’s vision for robust infrastructure and enhanced security.

He reiterated the President’s directive to adopt a more holistic approach to infrastructure management, stressing that all projects by the Department of Public Works and Highways (DPWH) must comply with national engineering and environmental standards. The review, he said, will ensure that completed flood control structures can withstand increasingly severe tropical storms.

Lotilla urged that rainwater-harvesting systems become an integral part of local infrastructure, aiming to reduce flash floods and promote responsible water use.

The DENR chief also assessed progress in peace initiatives led by the National Task Force to End Local Communist Armed Conflict, noting that enduring peace in former conflict areas relies on prompt government response and consistent development efforts.

“Peace is maintained not only by laying down arms but also by rebuilding lives,” Lotilla said. “Our socio-economic efforts target the root causes of conflict: poverty, exclusion, and lack of opportunity. Food assistance, emergency employment, farm-to-market roads, land patent issuance, and classroom construction show the government’s commitment to delivering tangible benefits of peace to our communities.”

He highlighted the close connection between environmental protection and regional security, calling on agencies to join forces for development, disaster preparedness, and public safety.

Lotilla’s visit signals a fresh chapter of collaboration in Region VI, bringing together infrastructure assessments, environmental care, and socio-economic programs to create safer, more resilient communities across Western Visayas.
