Department of Public Works and Highways (DPWH) Secretary Vince Dizon said they may submit to the Office of the Ombudsman their report on the investigation into flood control projects in Cebu.
This comes after a series of tropical cyclones hit the province.
Dizon disclosed this on Thursday when asked for an update on the department’s submission to the Office of the Ombudsman.
Earlier, Dizon said that the DPWH and the Independent Commission on Infrastructure (ICI) would submit their findings on the flood control fiasco in Cebu in January.
He said the filing for Cebu is already near completion, as it is being prepared by Undersecretary Arthur Bisnar and Undersecretary Samuel Turgano, and they will be submitting the Cebu findings before the end of February.
Dizon said that shortly after Cebu was badly hit by Typhoon Tino in November 2025, he met with officials of the ICI to discuss probing the flood control structures in the province.
The DPWH secretary added that the two agencies were in the process of validating P50 billion worth of flood control projects in the area from 2016 to 2025.
During his inspection at the Mananga River in Talisay, Cebu, two weeks ago, Dizon ordered the widening of the river and other rivers in the province to mitigate flooding after the impacts of Typhoon Tino.
The typhoon affected more than 1,500,000 families—or over 5,400,000 individuals—and left 253 fatalities.
The DPWH will constantly provide support to the Office of the Ombudsman with “anything they need,” said Dizon.
He added that the agency meets with the latter weekly, as led by Bisnar, Turgano, and Undersecretary Ricardo Bernabe III.
“We have given them so many files already. I think they just need to keep reviewing them,” Dizon said.
Previously, the DPWH filed complaints before the Ombudsman against several DPWH officials and contractors, including St. Timothy Construction, owned by Sarah Discaya, in relation to the anomalous flood control projects in La Union and Davao Occidental.
