Expanded 4PH rolls out first horizontal housing units in Occidental Mindoro

The government has begun the turnover of the first horizontal housing units under Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, marking a new phase in the national housing drive.

The initial batch of subdivision-type housing units was formally turned over to beneficiaries on Sunday at the Mamburao Ville Socialized Housing Project in Barangay Payompon, Mamburao, Occidental Mindoro. Officials from the Department of Human Settlements and Urban Development (DHSUD) and the local government unit attended the simple turnover ceremony.

DHSUD Secretary Jose Ramon Aliling described the event as a major milestone for the Expanded 4PH, coming barely seven months after horizontal housing developments were included in the program. Previously, the government’s flagship housing initiative focused largely on vertical or condominium-style projects.

Upon assuming office in May, Aliling recalibrated the 4PH to widen its scope and incorporate additional housing modalities, including horizontal or subdivision-type developments, in response to the need for faster and more flexible housing solutions across the country.

He said the Mamburao project directly answers President Marcos’ directive to speed up and expand the delivery of decent, affordable, and safe housing nationwide.

“Ito mismo ang utos ng Pangulong Marcos Jr., pabilisin at palawakin ang programa para sa kapakinabangan ng mas nakararaming pamilyang Pilipino,” Aliling said.

“Malinaw po ang hangarin ni Pangulong Marcos Jr., sa ilalim ng Expanded 4PH hindi lamang bubong sa ulo ng ating mga kababayan ang ating hatid kundi maayos, ligtas, at makataong pamayanan para sa mas may dignidad na pamumuhay,” he added.

The Mamburao Ville Socialized Housing Project covers more than 41,000 square meters and consists of 415 house-and-lot units classified as socialized housing. Designed to promote a livable and sustainable community, the development features open spaces, parks and playgrounds, and an elevated water tank to support residents’ daily needs.

Aliling emphasized that close collaboration between the government, local government units, and the private sector remains essential in addressing the country’s housing backlog.

“Sa tulong ng pribadong sektor at ng lokal na pamahalaan, mas napapalapit natin ang pangarap ng bawat pamilyang Pilipino—ang magkaroon ng sariling tahanan at isang marangal na pamumuhay,” he said.

The DHSUD reaffirmed its commitment to advancing inclusive and sustainable housing projects nationwide under the Expanded 4PH, aligned with the administration’s vision of a Bagong Pilipinas.

“Sabi nga po ng Pangulo, walang maiiwan sa Bagong Pilipinas—kaya tuloy-tuloy po tayo hanggang lahat ay mabigyan natin ng pagkakataong magkaroon ng sarili nilang tahanan,” Aliling said.
