PAGCOR 2025 revenues decline 5 percent to P106 billion

The Philippine Amusement and Gaming Corporation (PAGCOR) reported total revenues of P106.03 billion in 2025, down 5.09 percent from P111.72 billion in 2024, as earnings from land-based casinos softened and offshore gaming was no longer part of the revenue mix.

Gaming operations accounted for P95.15 billion of total revenues, slightly lower than the P97.53 billion recorded in 2024. Other revenue streams, including interest earnings, income, and service fees, contributed an additional P10.88 billion.

Electronic and online gaming activities, including eGames, eBingo, and bingo grantees, generated more than half of PAGCOR’s gaming revenues, or P53.33 billion.

PAGCOR Chairman and CEO Alejandro H. Tengco said revenues from PAGCOR-operated casinos declined by 18.12 percent to P10.38 billion, while licensed casinos contributed P31.44 billion, down 4.93 percent year-on-year.

“The decline in revenues from land-based casinos is largely driven by the gradual change in player behavior, with more customers opting for digital and online gaming platforms,” Tengco said. “This shift underscores the need for regulators to keep pace with how players engage with online gaming products.”

To address the shift, PAGCOR strengthened its regulatory framework for online gaming to ensure player protection and responsible gaming practices. “As digital gaming continues to grow, PAGCOR has implemented significant regulatory upgrades to protect players, promote transparency, and ensure that online gaming operates within a secure and well-regulated environment,” Tengco added.

Revenue from eBingo, eGames, and Bingo grantees rose 9.30 percent to P53.33 billion, helping offset part of the decline in land-based gaming. The year-on-year decline in total gaming revenues was also influenced by the offshore gaming ban, as the segment contributed nearly P3 billion in 2024.

Despite lower total revenues, PAGCOR posted P17.47 billion in net income, up 4.18 percent from P16.77 billion in 2024.

Total contributions to nation-building reached P66.95 billion, slightly lower than P68.21 billion in 2024. The government received P45.19 billion as its 50 percent share, which included the Php60 million annual contribution to the Dangerous Drugs Board.

Other allocations included P4.76 billion in franchise taxes, P907 million in corporate income taxes to the Bureau of Internal Revenue, and P2.26 billion for the Philippine Sports Commission. PAGCOR also provided P95.08 million in cash incentives for athletes and coaches who won international competitions.

Socio-civic programs under the Office of the President received P12.77 billion. Cities hosting Casino Filipino branches were allocated P678.10 million, the Board of Claims under the Department of Justice received P123.98 million, and the Renewable Energy Trust Fund was allocated P169.89 million.
